Mandate
- To develop, facilitate and monitor the implementation of effective policies and strategies on integrated social welfare services that meet the needs of all vulnerable groups.
- To implement comprehensive social welfare services focusing on all vulnerable groups. (families, older persons, disabilities, children, Ex-servicemen, substance abuse people, persons affected with HIV/AIDS)
- To provide an affordable, accessible, comprehensive social security system that prioritizes the most vulnerable.
- Administer the OVC school bursary and that of the elderly.

Qualification Requirements
- You must
- Have turned 60 years or more
- Be a Swazi Citizen or permanent resident
- Live in Swaziland
- Not receive any other social grant for self
How much do you get? And method of payment
- E240.00 per month be paid
- Cash at designated Swazi Post offices as per your region
- Electronic deposit to your bank account
- NB – No cash without ID card
How to apply for an elderly grant?
- Go to Tinkhundla with the following
- National Identity card
- Proof of income or dividends (if any)
- Complete form at the Tinkhundla Centre
How long does the process take?
- The application process may take up to 3 months and the service is free of charge
Suspension and lapsing of grant
- Death of a beneficiary
- Non claim of grant for three consecutive months
- Fraudulent claims (forging and misrepresentations)

Grant officially introduced by His Majesty King Mswati III in his 2003 opening speech for parliament
SELECTION CRITERIA
- The child must be a Swazi Citizen
- Possess a Personal Identity Number (pin)
- Attend an officially recognised school
- Needy single or double orphan
- Needy vulnerable child
- Have unemployed parents with no source of income
- Be without parents and staying with needy grandparents
- Should be from a child headed household
- Should have mentally or terminally ill parents
- Should have disabled parents
- Disabled child but is able to attend school
IDENTIFICATION OF POTENTIAL BENEFICIARIES
- Any interested party can identify a potential beneficiary and refer him or her to a relevant resource system such as Social Welfare Offices and relevant School committees
PAYMENT OF FUNDS
- Funds for approved beneficiaries are paid electronically through respective school bank accounts
- All examination fees for OVC affected by external examinations are paid by government at the beginning of the first term on annual basis

[item title="EX-SERVICE MEN (UMSIZI)- MILITARY PENSION"]
Ex-servicemen are war veterans who served in the 1st and 2nd World Wars. Government provides social assistance to all living ex-servicemen and widows.
SELECTION CRITERIA
- The applicant must have served in either the 1st or 2nd World War
- Must be a Swazi Citizen
- Possess a Personal Identity Number (pin)
- Must not be in receipt of any other Social Assistance Grant
IDENTIFICATION OF POTENTIAL BENEFICIARIES
- Application for assistance are made at any Regional Social Welfare Offices and Tinkhundla Centres.
PAYMENT OF FUNDS
- Payment of funds is by the mode for cheques through the Regional Social Welfare Offices and at the Tinkhundla Centres on Monthly basis.
WHAT HAPPENS IF AN EX-SERVICEMEN DIES
- Financial assistance stops and the wife applies for social assistance under the same program. In an instance when there is no wife the grant is stopped immediately.

- Provide education and counselling to parents, guardians and relatives who neglect, abandon and abuse children
