MISSION

To be the central and main driver of policy plans, budgeting and decision making process and the overall development of the education and training.

KEY FUNCTION OF THE UNIT

  • Provide policy programme and project advice
  • Utilise information available for the general development of the sector
  • Advise on allocation of recurrent budget
  • Assist in preparation of recurrent budget estimates and advise on its implication on development projects.
  • Coordinate intersectoral activities by public Enterprise, NGOs and regional organizations
  • Coordinate intersectoral activities affecting service provision
  • Coordinate regional activities affecting service provision
  • Coordinate all planning, budgeting and execution of sector’s capital programme.
  • Coordinate an supervise monitoring and evaluation of sector’s projects and or programmes
  • Coordinate all donor funding and support for the sector.
  • Prepare proposals for Technical Assistance(TA) and external funding of sector projects and or programme
  • Organise studies on sectoral issues
  • Review consultants work and assist in evaluating consultant proposal for studies
  • Collate,anaylse data relating to the sector

EXTEDENDED FUNCTIONS OF THE UNIT.

Preparations of reports (performance Targets Report, Parliament Performance Reports, Regional and international Reports on Education development and performance on regional and international policy targets or goals.

  • Coordinating the preparation of responses to parliament questions, including the PAC.
  • Assisting University and college student on research.
  • Preparing Sectoral Development plans for 3 years rolling plan.

SERVICES PROVIDED IN SCHOOLS

Advice on how to access service available for schools within all government and non- government structures.

Capital Projects:

  • Water supply to schools
  • School furniture
  • Primary and Secondary school classrooms
  • Primary and Secondary school staff houses
  • Science, Home Economics, Computer and Agriculture laboratories
  • Computer for High schools
  • Equipment and Furniture for Science, Home Economics and technical subjects and technical workshop School toilets (pit latrines)

SITE AND BUILDING PLANS:

  • Assist schools in securing site and building plans for all structure to be constructed in schools.
  • These include building plans for pit latrines and school kitchen as well.

Solicit advise from the office of the REO to establish whether we can be assistance before committing to come to Mbabane.

Send an application through the REO if capital project, furniture and equipment or other facilities provided are required.

Make sure your subject matter or heading captures all your requests e.g.

Re: Request for School Furniture, Water Tanks and Teacher’s Houses.

In the opening paragraph, explain in detail, the school’s background, highlighting key indicators such A:

  • The total enrolment of the school
  • The total number of teachers in the school
  • Number of classrooms, teachers, houses, laboratories, available, especially if you going to request more of these.
  • In the second and third paragraph, explain how you want to be assisted. State exactly what you need and quantities required and justification for such, e.g:
  • The school is in need of or requesting for 100 desks and 100 chairs for students to be used in two newly constructed classrooms

WHAT TO EXPECT

Once the budget for sector has been approved and total number of units available for each project is known.

Prioritisation with all REOs will be done

List of schools to benefit from the budget will be drawn and sent to the relevant implementing agency and/or beneficiary school

School that will not be successful will be considered in the following year, but will be require resubmitting to show that they still require that form of assistance.
